Shape & Base: Wide trapezoid shape — broader at the top than the bottom with a flat base edge and gently angled sides — on heavy chocolate brown twill fabric with a bright gold yellow merrowed border edge. The trapezoid silhouette provides a wide upper field for the two-line department banner and a generous center field for the large circular county seal, with a clean lower field for the state identification text.
