It is an oval shield badge struck in polished gold, framed by a laurel wreath and built around a raised bridge scene.
Shape & Base: The badge is die-struck as an upright oval shield, with a laurel wreath running the full perimeter as its border. Inside that frame the field is cut as a radiating sunburst, with the raised work at the center standing well forward of the rays behind it.
Center: A black enamel seal ring sits above the middle of the shield, carrying THE STATE OF TEXAS in gold lettering around a gold star set in a laurel wreath. Below it, filling the lower half, a cable-stayed bridge is struck in relief with twin towers and fanned cables spanning open water, with shoreline detail, a tree at the left and small forms at the right.
