Description
The Office of Protective Services is the law enforcement arm of the California Department of State Hospitals, with officers providing sworn police and security coverage across the state hospital system. This badge carries the Great Seal of California at its center on a seven-point star.
Shape & Base: A polished gold seven-point star forms the body of the badge, each point tipped with a small ball. Ornate engraved scrollwork fills every arm, and a small decorative flourish is struck into the lower point below the seal, so the engraving carries the metal between the seal and the points.
Center: A large circular medallion sits at the heart of the star. Two nested blue enamel ring bands carry raised gold lettering: the outer reads OFFICE OF PROTECTIVE SERVICES across the top and STATE HOSPITALS across the bottom, and the inner reads THE GREAT SEAL OF THE STATE OF around the top and CALIFORNIA across the bottom. At the center the full-color California seal shows the seated figure of Minerva, a grizzly bear at her feet, sailing ships on the bay, mountains, a miner, and EUREKA on a banner above.
Ring Lettering: This badge carries no scroll banners. All of its text runs on the two nested seal rings, struck in raised gold against blue enamel, with a small gold star flanking the medallion at each side. Carrying both the agency name and the seal legend on rings rather than banners keeps the seven star arms clear for the engraved scrollwork.
Enamel Detail: Blue enamel fills both ring bands, giving the two rings of gold lettering a continuous field to read against, and full color fills the seal at the center, where Minerva, the bear, the ships, and the landscape each take their own enamel. The gold star and its engraved arms carry no color, so the blue rings and the full-color seal hold all the color at the middle.
Finish Quality: Polished gold carries the star and the engraved arms, blue enamel frames the seal in two lettered rings, and full color is reserved for the Great Seal at the center. Fitting a two-ring legend and a detailed seal into the medallion is the demanding part: the seal has to hold Minerva, the grizzly, and the ships at the diameter it sits at, and it does. For another gold seven-point star badge with a California state agency seal, see the California Fish & Wildlife Warden badge.

🛡 Authorized Purchase & Credential Verification
Badges bearing a real agency or department name are sold only to that agency or its authorized representatives. Law enforcement and public-safety buyers must provide proof of occupation, valid credentials, or an authorized purchasing letter before production begins. We do not sell agency-named badges for personal use.
Custom and fictional designs — for example, a made-up department like “Town of Western Hope Police” — are welcome, as are designs where you change the agency or department name to your own.
Frequently Asked Questions
Can I order a custom metal badge like the California State Hospitals Protective Services design?
Yes, subject to the credential requirements below. Owl Badges produces die-struck metal badges for state, county, and municipal agencies nationwide. This seven-point star style can be ordered with your own seal, agency lettering, and ring legend, and there is no setup fee and no mold fee.
Can you letter two nested rings around a seal like this badge?
Yes. This badge runs the agency name on an outer ring and the seal legend on an inner ring, both struck in gold against blue enamel around the central seal. A two-ring layout gives room for a long agency name and a seal legend together, and we lay both rings out against your actual wording on the proof.
Can you reproduce the full California state seal in color?
Yes. The center of this badge carries the Great Seal of California in full color, with Minerva, the grizzly bear, the ships, the mountains, and the EUREKA banner each recessed and filled individually. We can reproduce a state seal this way from artwork you supply. Agencies are responsible for confirming they are authorized to use a given state seal on their badges.
How long does production take for a badge like this?
Custom metal badges take approximately 8 to 14 weeks after proof approval, covering tooling, striking, plating, and finishing. A badge with ornate engraved arms, a two-ring enamel legend, and a detailed full-color seal sits toward the longer end of that window. Your design is confirmed on a free proof before any tooling is cut.
How much does a custom metal badge like this cost?
Estimated pricing runs from about $150 each at single quantities down to roughly $50 each at higher volumes, with no setup fee and no mold fee. The engraved arms, the two enamel rings, and the detailed seal place a badge like this at the detailed end of the range. Final pricing is confirmed with a free quote.
Do I need credentials to order a badge with the California State Hospitals Protective Services name on it?
Yes, and the requirement is stricter than for local agencies. California law (Penal Code § 538d) restricts the unauthorized use and possession of peace officer badges and insignia, so badges bearing the Department of State Hospitals Office of Protective Services name are supplied only to that agency or its authorized representatives, with an authorized purchasing letter or valid credentials required before production. Reproductions are not sold to the general public. Designing a badge for your own agency with your own seal and name is welcome without that step.
